How Vehicle Import Duty Works in Zimbabwe

When you import a vehicle into Zimbabwe, ZIMRA charges three main types of tax at the port of entry (typically Beitbridge for vehicles from South Africa, or Forbes Border for vehicles from Mozambique):

1. Customs Duty

This is the primary import tax based on the vehicle type. Sedans attract 40% duty, while SUVs attract 60%. The rate is applied to the CIF value (Cost, Insurance, and Freight) — the total cost of the vehicle including shipping to Zimbabwe’s port of entry.

2. Surtax

Surtax is an additional charge that varies by the age of the vehicle. Newer vehicles (under 5 years) attract 25% surtax, while older vehicles (over 10 years) attract 30%. Surtax is also calculated on the CIF value.

3. VAT (Value Added Tax)

VAT at 15% is charged on the cumulative total of the CIF value plus customs duty plus surtax. This cascading calculation means VAT is charged on an inflated base, significantly increasing the total cost.

ZIMRA Valuation: If ZIMRA believes your declared vehicle value is too low (common with auction purchases), they may use their own valuation database instead. This can significantly increase your duty. Always declare the true purchase price and keep your invoice as proof.

Tips for Reducing Import Costs

  • Check eligibility for exemptions — returning residents, disabled persons, and investment projects may qualify for reduced or zero duty
  • Consider vehicle type carefully — sedans attract significantly less duty than SUVs (40% vs 60%)
  • Factor in all costs — beyond duty, budget for clearing agent fees (US$200-500), transport, vehicle inspection, and registration
  • Use a licensed clearing agent — they can expedite the process and ensure correct documentation
