Zimbabwe imposes customs duty on most imported goods under the Customs and Excise Act. Import duty is collected by ZIMRA at ports of entry including Beitbridge, Forbes, Chirundu, Plumtree, and Harare Airport. The duty rates vary significantly depending on the type of goods, their origin, and applicable trade agreements.

VAT on Imports

VAT at 15% is charged on the total of (customs value + customs duty + surtax). This means VAT is calculated on the inflated value, not just the vehicle price.

Important: ZIMRA may use their own valuation database rather than your purchase invoice if they believe the declared value is too low. This is common with vehicles purchased at auction prices below market value.

Worked Example: Importing a Sedan

Let’s calculate the total cost to import a sedan valued at US$10,000 that is 3 years old:

In this example, the total duty and taxes are almost 90% of the vehicle’s value, bringing the total landing cost to nearly double the purchase price.

Documents Required for Vehicle Import

  • Original purchase invoice or bill of sale showing the transaction value
  • Vehicle title / registration document (logbook) from the country of origin
  • Passport and TIN number of the importer
  • Bill of lading (sea freight) or waybill (road transport)
  • Pre-shipment inspection certificate (for vehicles from certain countries)
  • Police clearance confirming the vehicle is not stolen
  • Customs declaration form (Form 21 — completed at port of entry)

Import Duty Exemptions

Certain categories of importers may qualify for reduced or zero duty:

  • Returning residents: One vehicle may be imported duty-free within 12 months of returning to Zimbabwe (conditions apply)
  • Diplomatic missions: Vehicles for accredited diplomatic staff are exempt from duty
  • Disabled persons: Modified vehicles for disabled persons may qualify for duty reduction
  • Approved investments: Companies with approved investment licences may import equipment duty-free
  • SADC preferential rates: Vehicles originating from SADC member states may attract lower duty under the SADC Trade Protocol
